[FFmpeg-devel,V7] libavfilter: add transpose_vaapi filter

Swap width and height when do clock/cclock rotation
Add reversal/reversal_flip options

ffmpeg -hwaccel vaapi -vaapi_device /dev/dri/renderD128
-hwaccel_output_format vaapi -i input.264 -vf "transpose_vaapi=clock_flip"
-c:v h264_vaapi output.h264

Add the missing element of D_4 here.

It's not obvious that reversal is "rotate by half-turn" rather than some sort of flip, maybe a comment.

I think calling the others "HFLIP"/"VFLIP" to match the standalone filters would be clearer, too.
