This requires a small addition to AV1DecContext, for keeping track of the current range of OBUs that belong to the current frame. If a packet consists of one frame, we can pass the whole frame as is, but if it consists of multiple frames, we need to pass a limited range of OBUs corresponding to each frame at a time.
