Ping, this is the sample to demo how to enable the HWAccel decoder/scaling

This is not an ideal license for doc/examples.

I agree that all of my changes to hw_decode.c, vaapi_encode.c, vaapi_transcode.c in doc/examples can be relicensed to MIT.

(I'm not sure anything other than b0d9eab7 is nontrivial enough to matter, but the above is clear.)
