[FFmpeg-devel,V1] libavfilter: add transpose_vaapi filter

It supports clockwise rotation by 0/90/180/270 degrees and mirroring by
horizontal/vertical. video size is changed when rotation by 90/270.

ffmpeg -hwaccel vaapi -vaapi_device /dev/dri/renderD128
-hwaccel_output_format vaapi -i input.264 -vf "transpose_vaapi=rotate=90:mirror=1"
-c:v h264_vaapi output.h264

Yes, I did test in i965 driver, the error message " VAAPI driver doesn't support rotation" will be printed currently.
