You should implement this, if only for debugging. Many vendors don't
handle all pixel formats correctly, especially for video so being able to

Just a preliminary look. I don't think this should be in 6.1, we're already late,
and no external users of the API exist yet to make sure it's usable.

I still disagree with the lack of a dynamic frame allocation system (using
frame pools). It's not a lot of code, and it improves usability significantly,
as without this, it's not possible to implement anything but simple and
direct display of frames, as quickly as possible. Filtering, for example,
would definitely run up against the limit, as filters in general carry
on using the frames context they receive, if they are able to.

It doesn't matter to me it should be in 6.1 or later. Will fix the mentioned comments and send V6 later. Currently d3d11va lacks of dynamic frame allocation either. It definitely should be implemented for d3d12va. But I think for this decoder patch set it's already functionally workable so I prefer to add it in later patches.
